Pennsylvania Association for Gifted Education (PAGE)
Position Paper, 2002

Key Education Principles:

1. All schools and school districts in Pennsylvania must provide challenging curriculum and instruction to gifted students at all grade levels.

2. Every Pennsylvania school district must be held accountable for complying with and implementing Chapter 16: Special Education for the Gifted regulations.

3. All school districts are obligated to find, identify and provide special education for the gifted.

4. Each student identified as gifted is entitled to a comprehensive Gifted Individualized Education Program (GIEP), based on need and education levels, not administrative convenience.

5. Children who are identified as gifted need specially designed instruction.

6. Adequate and full funding must be provided in an equitable manner for both regular and special education programs for the gifted.

7. The Pennsylvania Department of Education (PDE) must be held responsible for providing comprehensive support, leadership, and general supervision to assure Chapter 16: Special Education for the Gifted implementation.

8. In order to assure appropriate education for the gifted, the PDE must have in place a system to oversee and enforce compliance with gifted education state regulations.
